The former Ulster player has signed to the French top 14 club as part of a two-year deal.
Paddy Jackson, along with former teammate Stuart Olding, had his contract for Ulster and Ireland cancelled in April despite being found not guilty of raping the same woman.
The 26-year-old fly-half was linked with a host of clubs in recent weeks including Sale Sharks in England, Clermont in France and Waikato in New Zealand before his official deal with Perpignan was confirmed.

Christian Lanta, sporting director for Perpignan confirmed the news in a statement: "Paddy Jackson, in the tradition of Irish 10s, knows how to bring his individual qualities to benefit the collective."
"A proven kicker, a talented playmaker, Paddy can bring his international experience to the team," he added.
